Skills Framework for Community Leaders

Councillors in South Gloucestershire will meet on 14th December to finalise a Community Leadership skills framework. The sub group of elected members, all of whom are active community leaders developed the framework during two workshops facilitated by the Zebra Collective as part of the Empowering Good Practice Programme. The draft framework headings include: Effective personal organisation; Excellent communication skills; High aspirational values; Local knowledge - know and understand your community; Understanding the system and unlocking it for others and Inspirational leadership.   1. Be interesting to know how they define 'community leaders', and how this relates to the government's idea of 'community organisers'. I'd also add Equality and Diversity as a heading, as a community leader needs to be able to listen to and speak up for the people who are excluded/marginalised within their community.

  2. I was talking to @ndwebb on twitter who commented that 'community leader' implies people lead the whole community when they just work with part of it. It's a term often used to refer to people active in the community who are not elected members, and might imply they have a 'mandate' for the community that they do not have. Would be interested to see whether the skills frameworks is meant just for councillors or more broadly - at the Big Society conference last month there was lots of discussion amongst delegates about the need for more clarity on the role of councillors, and more support for them, so this might fit that bill very well.
